KOSGEB Capacity Development Support Program

Program Objective

The primary goal is to support scaling-up investments that will increase the efficiency, resilience, production, market size, and corporate capacity of SMEs, and to contribute to the development of suppliers for large enterprises.

Support Mechanism

The support is provided as a non-repayable interest/profit share subsidy on loans obtained by businesses from financial institutions that are party to the protocol.

Note: Businesses can benefit from this support program only once.

Supported Expenditure Groups

The subsidy covers the interest/profit share of loans used for the following expenses:

Machinery, Equipment, and Moulds
Software
Personnel
Service Procurement (training, consultancy and mentorship, certification, test and analysis, marketing, design, industrial property rights)
Working Capital

Eligible Sectors (NACE Codes)

Businesses operating in the following sectors are eligible to apply:

Section C – Manufacturing (All manufacturing activities)
61 – Telecommunications
62 – Computer programming, consultancy, and related activities
63 – Information infrastructure, data processing, hosting, and other information service activities
72 – Scientific research and development activities

Application Eligibility Criteria

For a business to benefit from the program, it must meet the following conditions:

KOSGEB Database Status: Must be registered, active, and have an up-to-date Business Declaration in the KOSGEB Database.
Business Size: Must be a Small or Medium-sized Enterprise (SME). (Micro-enterprises cannot apply).
Legal Status: Must be a Limited (Limited Şirket) or Joint Stock Company (Anonim Şirket).
Growth Requirement: Must be a rapidly growing enterprise (this condition is waived under certain circumstances, see below).

Exemptions from the "Rapidly Growing Enterprise" Requirement

The requirement to be a rapidly growing enterprise is waived if the business meets any of the following criteria:

Successfully completing an R&D/P&D/Innovation project supported by KOSGEB or TÜBİTAK.
Having an R&D Center status under Law No. 5746.
Having a valid Technological Product Experience (TÜR) Certificate as of the application date.
Operating in a Technology Development Zone under Law No. 4691.
Operating in a TEKMER (Technology Development Center).
Submitting a purchase order contract with a large enterprise at the time of application for supplier development projects.

Application Status: Applications for the Capacity Development Support Program are accepted periodically.
