IPARD Rural Development Program

IPARD (Instrument for Pre-Accession Assistance for Rural Development)

 

 

Definition: IPARD is the Rural Development component of the European Union's (EU) Instrument for Pre-Accession Assistance (IPA), designed to support candidate and potential candidate countries.

Current Program: The 2021-2027 period program (IPARD III) is being implemented in all 81 provinces of Turkey.

 

Investment Areas (Measures)

 

The program is structured around various measures, each targeting specific areas of rural development and agricultural investment:

 

101 Measure: Investments in Physical Assets of Agricultural Holdings

 

This measure focuses on primary agricultural production:

  • 101-1: Dairy Farming (Milk Producing Agricultural Holdings)

  • 101-2: Red Meat Production (Red Meat Producing Agricultural Holdings)

  • 101-3: Poultry Meat Production (Poultry Meat Producing Agricultural Holdings)

  • 101-4: Egg Production (Egg Producing Agricultural Holdings)

 

103 Measure: Investments in Physical Assets Concerning Processing and Marketing of Agricultural and Fishery Products

 

This measure targets the downstream sector of the food and fish industries:

  • 103-1: Processing and Marketing of Milk and Dairy Products1

     

  • 103-2: Processing and Marketing of Red Meat and Meat Products2

     

  • 103-3: Processing and Marketing of Poultry Meat and Meat Products3

     

  • 103-4: Processing and Marketing of Fishery Products4

     

  • 103-5: Processing and Marketing of Frui5t and Vegetable Products

     

 

201 Measure: Agri-Environment, Climate and Organic Farming

 

This measure supports environmentally sustainable farming practices:

  • 201-1: Soil Cover Management and Soil Erosion Control

 

202 Measure: LEADER Approach—Implementation of Local Development Strategies

 

  • A bottom-up approach to rural development where local actors propose and implement strategies.

 

302 Measure: Diversification of Farm Activities and Business Development

 

This measure aims to create non-agricultural income sources and diversify farm activities:

  • 302-1: Diversification of Crop Production and Processing and Packaging of Crop Products

  • 302-2: Beekeeping and Production, Processing, and Packaging of Bee Products

  • 302-3: Handicrafts and Local Product Enterprises

  • 302-4: Rural Tourism and Recreation Activities

  • 302-5: Aquaculture (Fishery)

  • 302-6: Machine Parks (Agricultural Machinery Services)

  • 302-7: Renewable Energy Investments
